Because the background is so dominant, if you ignore blue pigs early on, your waiting slots will clog instantly. Is this a hard level? I wouldn't say it's impossible, but it is very hard if you mismanage your blue pigs.

Do not let blue pigs drop into your holding slots if you can help it. There are hundreds of blue voxels. If you skip a blue pig to grab a yellow one for the wings, you are making a mistake. Clear the sky first. This exposes the edges of the wings and the wand, making the rest of the level trivial.
